Is Romans 9:21-23 speaking about Predestination when speaking of honor and dishonor?"  Added:

Paul is not speaking of God creating some men to be saints and others to be sinners. God does not purpose to condemn men to hell. The fact is, God wills no man to perish. He longs for every man to be saved (II Peter 3:9). To what do theses verses refer? God has the right to do as He wills. Men object to God's sovereignty, to His right to run the world as He wills. God's right over man is as the potter's right over the clay. Note a crucial point that must not be missed if we are to correctly understand Romans 9:22-23. The clay already exists. This passage is not dealiing with creation, but with God's government and rule over creation. God is not creating the clay here (that is: some created honorable and some dishonorable). He is taking a lump that is already existing and using it for His purposes. The point is this: God has the right to make and use both honorable and dishonorable men to work all things out for His purposes, purposes which are always good. His right is no different than the potter's right over an already existing lump of clay. The word dishonor in Romans 9:21, from the Greek atimia, means "disgrace, reproach, shame, vile."
